Toward creation of a metropolitan business plan for Baltimore, organized by the Center for Metropolitan Policy of the Brookings Institution, in partnership with The Johns Hopkins University. The Association of Baltimore Area Grantmakers will serve as fiscal agent for the project, and payment is contingent upon private sector leadership commitments and the additional funds required to implement the project being secured.
