Homeless Persons Representation Project

The Homeless Persons Representation Project (HPRP) provided free civil legal services to individuals experiencing or at risk of homelessness in Baltimore.

The organization represented clients in cases involving public benefits, housing, family law, and barriers to employment, working to prevent and end homelessness through advocacy and systemic reform. After more than three decades of service, HPRP ceased operations in 2023, concluding its work as a leading legal advocate for Baltimore’s most vulnerable residents.
