Maryland Community Investment Corporation

The Maryland Community Investment Corporation (MCIC) is a quasi-governmental financial institution created to advance equitable development across Maryland.

It provides flexible lending, technical assistance, and cross-sector convening to support community-driven projects, particularly in historically disinvested neighborhoods such as Baltimore’s. MCIC addresses financing gaps by offering loss-tolerant capital and capacity-building for developers, with a focus on racial and economic justice. Since 2025, MCIC has administered the State’s Baltimore Vacants Reinvestment Initiative (BVRI) capital allocation and, in partnership with the Neighborhood Impact Investment Fund, distributed capacity-building grants to community development organizations engaged in State-supported housing redevelopment.
