An Analysis of Baltimore City’s Residential Market Potential (2020)

Abstract:

This report analyzes Baltimore City’s residential market potential and estimates the scale and characteristics of households that could choose to move within or to the city over the next five years. Using a proprietary market analysis developed by Zimmerman/Volk Associates, it finds that approximately 44,335 households represent Baltimore’s annual potential housing market, with demand spanning rental and homeownership opportunities across a range of income levels and housing types. The study concludes that Baltimore could absorb between 5,300 and 7,100 newly constructed or substantially renovated housing units annually, suggesting significant opportunity for population growth, neighborhood reinvestment, and expansion of the city’s tax base through strategic housing development.
