Abstract:

This report analyzes Baltimore City’s residential market potential and estimates the number and characteristics of households that could move within or to the city over the next five years. Prepared by Zimmerman/Volk Associates for Live Baltimore, it finds that approximately 39,000 households represent Baltimore’s annual potential housing market and projects that, if the right mix of new and renovated housing is available, the city could attract between 4,294 and 5,855 additional households each year. The report concludes that strategic investment in housing aligned with market preferences can support population growth, strengthen neighborhoods, and expand Baltimore’s economic and fiscal vitality.
