Great Neighborhoods, Great City: Strategies for the 2010s (2012)
Abstract:
Drawing on new Census data and neighborhood market analysis, this report examines how Baltimore’s neighborhoods changed during the 2000s and identifies strategies to support population growth in the decade ahead. It argues that Baltimore’s greatest opportunity lies in strengthening “middle-market” neighborhoods—communities that can either improve or decline depending on investment and market conditions. The report concludes that retaining and attracting middle-income households, building from existing market strength, tailoring interventions to neighborhood conditions, and improving quality of life are essential to stabilizing neighborhoods and reversing the city’s long-term population loss.
