Abstract:

This report argues that Baltimore’s long-term vitality depends on strengthening the city’s “middle-market” neighborhoods before they experience significant decline. Building on the Healthy Neighborhoods approach, it advocates for targeted investments that increase homeowner confidence, stimulate private reinvestment, strengthen neighborhood identity, and reinforce housing market stability. The report contends that preserving and enhancing these neighborhoods is essential to retaining residents, attracting new households, and sustaining Baltimore’s broader revitalization.
