As the second briefing in the Grow Baltimore Project, this report examines migration patterns at the neighborhood and community level within Baltimore City and the surrounding region. Using local housing, property, and homeownership data, it identifies which communities are gaining and losing residents, how homeownership incentives influence residential choices, and where Baltimore homeowners relocate when they move. The report highlights the importance of neighborhood-level conditions and housing opportunities in shaping migration and retention outcomes across the region.
